PROBLEM TO BE SOLVED: To obtain an ideal inorganic flocculant capable of easily removing not only a visible substance but also an invisible substance dispersed in treatment liquid, obtaining stable effect by merely adding the flocculant to the treatment liquid without requiring complicated operation and technical skill, enabling repeated use impossible in the conventional flocculants and having a product cost being one over several tenths or less of the most inexpensive organic polymeric flocculant. SOLUTION: The inorganic flocculant promotes flocculation action for associating particulates dispersed in liquid to form a larger associated body. The inorganic flocculant is obtained by using shells of an oyster, or the like, as a raw material to allow acidic liquid to act on the raw material to elute flocculating function components contained in the raw material.
