PROBLEM TO BE SOLVED: To provide an image radar apparatus which measures a target movement by discriminating a target angular speed. SOLUTION: The image radar apparatus comprises a speed distribution acquiring means 70 for acquiring a speed vector of a bright spot of a target radar image, a shape database 23 where a target shape is housed in advance, a bright spot selecting means 24 which makes the bright spot on the target radar image correspond to the target shape of the shape database, an attitude estimating means 25 which calculates a target attitude vector, and an angular speed calculating means 40 for a target movement.
