PROBLEM TO BE SOLVED: To keep security of a communication terminal with respect to a program provided via a network without losing convenience of such a program. SOLUTION: When a Java AP transmitted from a contents server 10 to a mobile telephone set 40 is received, a gateway server 31 discriminates whether or not the Java AP is a program qualified by a qualification institution and when the Java AP is the qualified program, the Java AP and its qualification information are transmitted to the mobile telephone set 40. The mobile telephone set 40 determines resources accessible from the relevant mobile telephone set 40 during the execution of the Java AP provided via the network based upon whether the qualification information of the Java AP to be executed is received or not.
