PROBLEM TO BE SOLVED: To provide a manufacturing method and device capable of preventing sagging and a separation from a fracture surface when a frictional material segment is formed by punching, to configurate a frictional disc by annularly attaching a plurality of frictional material segments on a core plate. SOLUTION: The frictional material 2 of the frictional disc 10 is formed by annularly attaching the plurality of (three in an example of a drawing) frictional material segments 21 on the core plate 3 in a state of being combined to each other at connecting parts 22 of both ends. 31 is a spline tooth part of the inner periphery of the core plate. To punch the frictional material segment, projecsions are formed along the outer periphery of a punching face of a punch, and an edge along the predetermined shape of the frictional material segment receives a load prior to other parts, whereby the edge becomes lower than the other parts, and the sagging and the separation from the fracture face can be prevented.
