PURPOSE: An I/O(Input/Output) kit device and a method for the instant issuance are provided to issue the certified personal data through the online in real-time. CONSTITUTION: A terminal(10) receives the individual personal data. A central computer(20) confirms the issuance probability by comparing the personal data inputted from the terminal(10) with the stored personal information. An interface device(30) selects and transmits the data automatically or manually by receiving the issuance data of the central computer(20). A card issuing device(40) issues a card by receiving the data from the interface device.
