An electric motor (70) turns a rotor element (18,200) to move a phase-defining element (30,250) to a required position. The phase-defining element defines the rotary phase of a camshaft (4) and can be a planetary wheel (30) rotating on an eccentric shaft (18) to work as step-down and phase-shift mechanisms. The phase-defining element can be a control pin (250) shifting on a rotary element (200).
