PROBLEM TO BE SOLVED: To provide a method for manufacturing an electrostatic charge image developing toner which has excellent low-temperature fixability, blocking property, electrostatic charge characteristic and cleanability and can form images of high image quality. SOLUTION: The electrostatic charge image developing toner is manufactured by adding inorganic particles to capsulated toner particles consisting of inner layers which are composed of the matured particles obtained by maturating the flocculated particles containing the polymer primary particles obtained by at least a polymerization process and coloring agents and outer layers are essentially composed of a polymer.
