PROBLEM TO BE SOLVED: To provide a power transmitting belt such as a ribbed belt, raw edge V-belt, etc., capable of reducing the rate of belt slippage and the noise emission when the belt is running. SOLUTION: The V-ribbed belt 1 according to the invention consists of resilient substance layers containing an adhesive rubber layer 3 in which core wires 2 are embedded in the belt longitudinal direction and a compressive rubber layer 4, in which water soluble short fibers are included in the compressive rubber layer 4, among which those positioned at the surface of the rubber layer 4 are dissolved and removed with water to form recesses 9.
