PROBLEM TO BE SOLVED: To detect and inspect a pinhole and its position though the position is not clear even if the existence of the pinhole of an insulating coating film can be detected when conventionally inspecting the pinhole of a sealing packing material and an insulated wire workpiece of covering and wrapping conductive chemicals and food with an electric insulating coating film. SOLUTION: An insulating covering material 3 covering a conductive article 1 with the electric insulating coating film 2 is placed by contacting a side surface part 3<SB>1</SB>of the covering material 3 with a surface of a support electrode 4. While the article 1 is continuously electrified by impressing high voltage on the support electrode 4 from a high voltage power source 6 having the grounded one end, a brush-like electrode 5 having the grounded one end is moved in the horizontal direction while contacting with an upper surface of the covering material 3 to detect whether or not a current change is caused in a part for contacting with the brush-like electrode. The same operation is performed by reversing the covering material 3 on the support electrode 4, and a position of the pinhole is specified by detecting the pinhole of the insulating covering material 3 by detection of the current change, the light, and a sound. A plate of superposing an electric insulating plate 4<SB>2</SB>on a surface is preferably used as an electrode plate 4. COPYRIGHT: (C)2004,JPO
