PROBLEM TO BE SOLVED: To exchange short messages in which many communications are achieved between mobile communication networks using different languages. SOLUTION: When a gateway apparatus 13 receives a message to a second mobile communication network 2 from a first mobile communication network 1, the message is converted into a routing sentence in English used in the second mobile communication network by referring to a built-in data base when the message is of the routine sentence.
