PROBLEM TO BE SOLVED: To provide a developing roller with which a stable image is obtained under various conditions from low temperature and low humidity to high temperature and high humidity. SOLUTION: The developing roller where an elastic body layer principally composed of rubber is formed on the circumferential surface of a shaft center body is set so that its surface hardness (expressed as Hd<SB>100</SB>) at 100°C and its surface hardness (expressed as Hd<SB>25</SB>) at 25°C satisfy relation 0°≥ΔHd= Hd<SB>100</SB>-Hd<SB>25</SB>≥-5°.
