PROBLEM TO BE SOLVED: To obtain an appliance control apparatus and an appliance control method which control a plurality appliances integrally and realize flexible dealing corresponding to a voice command. SOLUTION: A command detecting unit 13 detects a control command on the basis of voice inputted from a telephone set 21 and input output units 22-24, and a user identification unit 14 identifies a user. A command control unit 18 decides whether or not the control command is executed, based on comparison between a security level set in the control command, and an authority level and a priority level which are set for the user.
