PURPOSE: To estimate the number of passengers in elevator cars for assigning each car to a stop by forming fuzzy sets representing the number of passengers in a car by selecting plural terms from plural observed weight fuzzy sets and by using fuzzy sets representing utility of assignment of cars for assigning each car to a stop. CONSTITUTION: Weight signals from a weight sensor and input data from an observed weight data element 53 are supplied to a weight interpretation module 52. The number of passengers estimated according to fuzzy inferences is supplied to a car passenger data element 54. Hall stop signals and input from a traffic data mode data element 58 and a passenger data element 62 are supplied to a performance estimation module 64 to estimate the performance of each car in response to the specific hall call. An assignment utility calculating module 70 estimates performance of each car and determines the utility of assignment of each car in response to the specific hall call.
