PROBLEM TO BE SOLVED: To provide an antibacterial and antifungal sheet being excellent in safety and environmental friendliness, having a persistent antibacterial and antifungal effect, and being excellent also in placeability and storage stability. SOLUTION: The antibacterial and antifungal sheet is one wherein the surface of a flexible substrate is coated with a dried product of a mixture containing an emulsion of an organic matter of a glass transition temperature of -30 to -50°C and an antibacterial and antifungal agent. Desirably, the coating layer of the dried product has a thickness of at least 300μm. More desirably, the coating agent for coating the surface of the substrate with the mixture contains 20-40 pts.wt. water per 100 pts.wt. mixture and has a viscosity of 4,000-5,000 mPas.
