PROBLEM TO BE SOLVED: To provide an arrestor which is constituted by laminating zinc oxide elements upon another and putting a cover of an insulating material, such as silicone rubber, a polymer, etc., on the outer peripheral section of the laminate, and in which the zinc oxide elements can be integrally laminated upon another and can be used even when the arrestor is used for high voltages. SOLUTION: A zinc oxide element module is constituted by housing a zinc oxide element block obtained by laminating the zinc oxide element upon another in an insulating cylinder by arranging a pressurizing section on one end of the block and arranging a pair of electrodes on both end faces of the block and applying a pressing force to the zinc oxide elements while the electrodes are locked to both end sections of the insulating cylinder. Then a pleated cover made of a weather-resistant insulating material is formed on the outer peripheral section of the module. COPYRIGHT: (C)2003,JPO
