PROBLEM TO BE SOLVED: To realize a developing device or the like for realizing excellent development by restraining the irregularity of the layer thickness of a toner layer formed on a developing roller and irregular electrification of toner. SOLUTION: The developing device has a toner carrier 510, a toner supply member 550 pressed to the toner carrier 510, and a layer thickness regulating member 560 for regulating the layer thickness of toner T supplied to the toner carrier 510 by the toner supply member 550.
