<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus which continuously restricts sticking of developer to a paper powder removal means from the beginning of the use of the fresh developer. <P>SOLUTION: Through control using CPU 56, a cleaning bias for forming the potential difference between a conductive brush 51 and a photoreceptive drum 27 is applied from a bias application power source 53 to the conductive brush 51 so that the bias decreases according to an amount of image formation. Because the potential difference between the conductive brush 51 and the photoreceptive drum 27 decreases according to the proportion of reversely electrified toner which increases according to the amount of image formation, the sticking of toner to the conductive brush 51 can be continuously restricted, thereby restricting degradation in paper powder removal performance and filming.
