PURPOSE: A method and a system for settling electronic cash are provided to enable a user to charge and settle the electronic cash at a position buying a commodity in real-time by offering a settlement service for settling and charging the electronic cash simultaneously through single certification. CONSTITUTION: The users(10) buy and use articles and contents on the on/offline. A network(20) transmits/receives the data in a remote place through the communication. An electronic cash businessman(30) offers the settlement service for settling and charging the electronic cash simultaneously by single certification when the user(10) pays for the article and the contents. Businessmen(40) provide various articles and contents to the users(10) while maintaining a strategic cooperating relationship with the electronic cash businessman(30). If the electronic cash businessman(30) requests the electronic cash charging of the user(10), a billing agency(50) receives the money for charging the electronic cash and pays it to the electronic cash businessman(30).
