PROBLEM TO BE SOLVED: To provide radio base-station equipment that can judge the propriety of multiplexing at a switching destination with high accuracy even when TCH switching is performed, and to provide a method and program for assigning transmission channel. SOLUTION: The radio base-station equipment sets the threshold of correlative values of received signals used for judging the propriety of the multiplexing of TCH switching to a variable value. The equipment measures the difference in frequency before and after performing TCH switching and adjusts the threshold of the correlative values so that the threshold may become rigorous as the difference in frequency becomes larger. The equipment also makes the threshold of DD ratios variable in connection with the threshold of correlative values so that the threshold may become rigorous as the difference in frequency becomes larger.
