PROBLEM TO BE SOLVED: To provide a call connection system in which a general user can utilize a quasi-preferential call connection service only for a specified need through a waiting service. SOLUTION: An switching system comprises radio base stations 10 and 20, mobile terminals 11, 12 and 21 existing, respectively, in the radio service areas 100 and 200 of the radio base stations 10 and 20, a switching control station 30 connected with the radio base stations 10 and 20, and an extra service management system 50 connected through a communication network 50. The switching control station 30 performs waiting service for general call type by making a decision whether utilization requirements of a service (waiting service) limited to a specified need are satisfied or not, based on the waiting service utilization requirements registered previously in the extra service management system 50 when a radio line cannot be captured.
