PROBLEM TO BE SOLVED: To provide a processing system in relation to traveling expenses, a program and an information storage medium capable of relieving labor of a user more in adjustment of the traveling expenses, etc. SOLUTION: A cellular telephone 2 is constituted by including a GPS (global positioning system) positioning part 21 that detects a position of the user by receiving ratio waves from a GPS satellite by every prescribed time, a timer part 30 that counts time in the case of position detection, an update part 29 that calculates transfer rate based on positional information and time information and updates position history data in a storage part 26 showing the history of the position and the transfer rates, a judgment part 28 that judges a transfer means based on the position history of positions and transfer rates based on the position history data, map data and route data indicating a route of the transfer means and an information generation part 27 that generates traveling expense adjustment information based on the judged transfer means and fee data indicating fees in accordance with the transfer means.
