PROBLEM TO BE SOLVED: To provide a rotation and drive unit for an internal-combustion engine test by which an internal-combustion engine can be turned at high speed while the damage of a ring gear is being suppressed. SOLUTION: An engagement member 12 which is supported by a rotor 9 turned and driven around the shaft center of the ring gear 4 in the internal-combustion engine 2 situated in an inspection position and which can be engaged freely with the ring gear 4 due to its movement to the inner side in the radial direction is provided with an engagement part 13 in one end part in a direction around the axial direction of the ring gear 4. The rotation and drive unit is constituted to be provided with a reciprocating movement means 11 whose intermediate part is shaft-supported by a fulcrum P so as to be freely rockable in the radial direction of the ring gear 4 and whose changeover operation means F is supported so as to be freely moved back and forth along the axial direction of the ring gear 4; and a link member 16 which is arranged in a posture along the radial direction of the ring gear 4 and both ends of which are shaft-supported respectively by the other end part of the engagement member 12 and the member 11 and that the engagement member 12 is changed over to an engagement position and a release position.
