PROBLEM TO BE SOLVED: To provide a water treatment device capable of producing electrolytic water containing hypochlorous acid having sufficient sterilization capacity at home. SOLUTION: The water treatment device 1 produces the hypochlorous acid in water to be treated using an electrochemical reaction which is generated in the water to be treated when a direct voltage is applied to at least a pair of electrodes 21 to 23 provided so as to oppose in the water to be treated containing salt. The direct voltage for applying to the electrodes is obtained by smoothing a commercial alternating voltage of 100 V and converting into a DC power of specified voltage. The electrode on a positive electrode side has a film containing at least palladium or ruthenium in titanium, and salt of 80% or less for adding to the water to be treated is converted into the hypochlorous acid using the electrochemical reaction.
