PROBLEM TO BE SOLVED: To enhance safety of working environment by restraining dioxins or a substance containing dioxins from being scattered and removing dioxins or the substance containing dioxins while preventing them from leaking to the outside to prevent the working environment from being contaminated. SOLUTION: The space containing the object to be treated and contaminated with dioxins is covered by a covering means for preventing dioxins from leaking to the outside and the dioxins and/or dust in the space are sucked and removed by using a sucking/removing apparatus while scattering a water-based liquid in the whole space covered by the covering means in atomized state by using an atomizing/spraying apparatus.
