PROBLEM TO BE SOLVED: To provide a quantum cryptographic key distribution device more efficiently, more inexpensively and unconditionally a secure secret key for common key encryption. SOLUTION: A transmission site is provided with a Mach-Zehnder interference switch provided with a phase modulator constituting an asymmetric Mach- Zehnder interference system, while a reception site is provided with photon detectors for detecting respective transmission line of a long range transmission line and a short range transmission light of the asymmetrical Mach-Zehnder interference system and a recorder for recording the time when each of the photon detectors detects a photon. The secret key is shared on the basis of the fact that a phase modulation value obtained from arrangements with a sender is either (0,π) or (π/2, 3π/2) and recorded results of the recorder.
