PROBLEM TO BE SOLVED: To remarkably reduce overshoot at accelerating/decelerating time by a simple constitution and also to effectively stop speed fluctuation in a normal state. SOLUTION: A feeding part 16 is provided with a pulse motor 40, and inertial load imparting mechanisms 44a and 44b with a torque limiter are attached to the driving shafts 42a and 42b of the pulse motor 40. The inertial load imparting mechanisms 44a and 44b with the torque limiter interrupt the impartation of an inertial load to the driving shafts 42a and 42b at the accelerating/ decelerating time of the driving shafts 42a and 42b and on the other hand impart the inertial load when the driving shafts 42a and 42b are turned into a normal rotating state.
