PROBLEM TO BE SOLVED: To solve the problem that a conventional network image receiver can not control and set its set up by an inexpensive simple switch or the like since the conventional network image receiver is set by a home page distributed from the receiver or revision by using the Telnet or the like. SOLUTION: The state of input terminals of contacts is monitored. When the state is changed, a command set in advance is transmitted to a WEB encoder on the network. Further, the receiver is set in response to the change of the state. By this invention, contact input terminals of a WEB decoder can be used for controlling the camera and revising the setting of the receiver, so that the receiver can be operated by an inexpensive switch and a contact operating apparatus or the like.
