PROBLEM TO BE SOLVED: To prevent a continued substituting process sequence due to the defect of a substitute area by preliminarily grasping the quality of the substitute area before the data recording or reproducing operation is requested from the outside. SOLUTION: An unused part in an SA area of an optical disk is reproduced in a back ground by a controller when the instruction of the recording or reproducing operation is not issued from a host computer for a specified time, and when the defective part is found, the defective address of the defective part is registered on a substituting control table as the recording prohibition part. When the substituting process is made by reproducing or recording the data in accordance with the request from the host computer after the registration of the recording prohibition part on the unused part in the substitute area is furnished, the recording prohibition part registered on the substituting control table is not used but other normal areas are used.
