PROBLEM TO BE SOLVED: To provide a brush device and a rotating electric machine capable of preventing the interference of a pigtail with a commutator without using the other part. SOLUTION: This brush device comprises an external power supply connection terminal 28, a pigtail 26, a brush holder 22, a brush 25, and an end plate 21 formed with an opening 21b capable of arranging a commutator 16. At one end of the external power supply connection terminal 28, a pigtail connecting protrusion 28a at a connection side end to the pigtail 26 is formed so that an extension line in the connecting direction of the pigtail 26 connected from the pigtail connecting protrusion 28a to the pigtail connecting protrusion 28a does not overlap the commutator 16 inserted into the opening 21b.
