PROBLEM TO BE SOLVED: To improve convenience for users by collecting a plurality of image files each containing an encrypted document on a disk area in a device into one file through simple procedures while maintaining security for the secret image data and by transmitting the documents after encrypting them again with one cryptographic key when transmitting these image files. SOLUTION: Image data encrypted by using a public key assigned to a user capable of accessing are held as encrypted data, the public key used for encryption is extracted from the encrypted data and when decrypting the encrypted data into image data, holding of the encrypted data is reported to the user assigned with the extracted public key. Then, the encrypted data are decrypted into image data by the secret key from the user (S4004-S4007), decrypted image data are constituted again (S4008), and the reconstituted image data are encrypted by using the public key assigned to the user capable of accessing (S4009).
