PROBLEM TO BE SOLVED: To maintain excellent steering stability, in particular, excellent steering stability when a vehicle is traveling at a high speed, and the riding quality without impairing any performances such as wear resistance, heat generation and fuel consumption of the vehicle. SOLUTION: In a flat tire of the flat ratio of≤60%, a bead reinforcing layer 14 is provided on an outer surface side of a bead filler 13. The bead reinforcing layer 14 comprises a high rigidity reinforcing layer on the inside diameter side, and a low rigidity reinforcing layer on the outside diameter side. In a shoulder part 18 having a peak pressure position in a grounding surface of a tread 31 with a road surface, a cushioning layer 51 formed of rubber ribbon is provided between a body ply 21 and a width end part of a first belt 22. One reinforcing layer 52 between ply and belt is disposed on the inside diameter side of the cushioning layer 51, and covered by the cushioning layer 51 from the tire outside diameter side.
