<P>PROBLEM TO BE SOLVED: To form satisfactory images for a long period by stably electrifying the surface of an image carrier in various environmental conditions while suppressing an apparatus from being made large in size and high in cost. <P>SOLUTION: The surface of the image carrier is uniformly electrified to a specific potential by using a conductive electrifying cleaning roller 2 the peripheral face of which is porous and by interposing cleaning auxiliary particles z between the electrifying cleaning roller 2 and the surface of a photoreceptor drum 1, thereby promoting direct electrification. Further, based upon information from a temperature humidity sensor 3, a control device 4 increases, in the environment with low temperature and low humidity, a voltage between peaks of an AC voltage applied to the electrifying cleaning roller 2 and reduces, in the environment with high temperature and high humidity, variations in electrification, in order to maximize electrification.
