<P>PROBLEM TO BE SOLVED: To provide an oxygen ion conductive solid electrolyte exhibiting excellent oxygen ion conductivity even at low temperature, an electrochemical device having high measurement sensitivity and a solid electrolyte type fuel cell having high power generation efficiency even at low temperature. <P>SOLUTION: The oxygen ion conductive solid electrolyte contains scandia- stabilized zirconia (scandia solid solution quantity: 9-14 mol%) and titanium element and is obtained by firing a composition containing a zirconium compound (zirconia powder or the like) and a scandium compound (scandia powder or the like) which constitute the scandia stabilized zirconia and a titanium compound (titania powder or the like). Gallium element can be contained in the oxygen ion conductive solid electrolyte.
