PROBLEM TO BE SOLVED: To provide a highly efficient heat exchanger when heat resistance on the primary side (side where temperature adjustment is controlled by thermoelectric conversion module) is larger than heat resistance on the secondary side. SOLUTION: This heat exchanger is used to control temperature on the primary side by performing heat-exchange between the primary side and the secondary side. It is provided with a primary side heat exchange body 3 having electroconductivity, a first insulation membrane 16 formed integrally on a predetermined face of the primary side heat exchange body, a metallic membrane 17 formed integrally on the first insulation membrane, the thermoelectric conversion module 2 connected electrically with the metallic membrane and having a plurality of thermoelectric conversion elements, a secondary side heat exchange body 4 opposing to the primary side heat exchange body through the thermoelectric conversion module and having electroconductivity, and a second insulation membrane 16 formed integrally on a predetermined face of the secondary side heat exchange body.
