PROBLEM TO BE SOLVED: To form a film in which the variation of retardation is suppressed by a simple method. SOLUTION: A solvent is sent from a solvent tank 11 to a temperature- adjusting tank 13. The temperature of the solvent is controlled at a constant temperature in a range of 20-35°C in the temperature-adjusting tank 13. The solvent having a constant temperature is sent to a solution tank 15. A polymer in an amount of 19 wt.% relative to the solvent is sent to the solution tank 15 by a meter 16. A plasticizer is sent from a plasticizer tank 17 to the solution tank 15. These are stirred in the solution tank 15 at 80 rpm for 30 minutes by a Maxblend (R) type stirring blade 20 to obtain a crude solution 22. The crude solution 22 is heated by a heater 29 and cooled by a cooler 30 to obtain a dope 41. The film formed from the dope 41 has a deviation of retardation in a thickness direction relative to the target value of 3% or less, providing a film having uniform optical properties.
