PROBLEM TO BE SOLVED: To attain cost reduction by reducing work man-hours in lifting roof members, and reducing working labor and working hours. SOLUTION: A wall plate 8 fixed on a ring plate 4 is provided at a prescribed interval separated from the upper end of an inner tank side plate 7 on an upper extension line of the inner tank side plate 7 of an inner tank 3. The upper end of the inner tank side plate 7 and the lower end of the wall plate 8 are airtightly connected with a seal member 19. After a roof member 5 is lifted by air raising and fixed on the ring plate 5, the seal member 19 is removed. After a hang deck 6 and the wall plate 8 are fixed, a part between an outer tank 2 and the inner tank 3 is filled with a cold insulator 9 up to the upper end of the wall plate 8.
