PROBLEM TO BE SOLVED: To increase a yield by reducing variance in the quality of an optical fiber coupler. SOLUTION: Flanks of first and second optical fibers are brought into contact with each other and heated to splice the contact parts by fusion. While the fusion- spliced part is drawn, a reference light signal is inputted to the first optical fiber from its input end and while the intensity of a light signal outputted from an output end of the optical fiber is detected, the optical fiber coupler is manufactured. The value of a control factor selected from a control factor group including the heating value of the contact parts, the drawing length of the fusion-spliced part, tension drawing the contact parts, etc., as control factors and the value of a quality factor selected from a quality factor group consisting of physical quantities showing characteristics of the optical fiber coupler composed of the fusion-spliced parts of the optical fibers are measured to obtain a correlation rule showing the relation between the both. In the middle of the drawing, the value of the control factor and the value of the quality factor are measured and the correlation rule is applied to the measured values to determine target values of the control factors.
