PROBLEM TO BE SOLVED: To increase the output of a geothermal steam turbine 1 while constantly controlling the water level of a condenser 4. SOLUTION: Cooling water is fed from a cooling tower 7 to the condenser 4 which cools exhaust steam from the geothermal steam turbine 1 and condenses it while regulating the quantity of cooling water by a cooling water quantity regulating valve 11. The quantity of water to be fed to the cooling tower 7 from the condenser 4 is regulated by a condenser water level regulating valve 6 so that the level of water in the condenser 4 is at the predetermined level. The output of the geothermal steam turbine 1 is increased so that the opening of the cooling water quantity regulating valve 11 is more in the loaded operation than in the start of a plant in a range in which the water level of the condenser 4 can be controlled to the predetermined level by the condenser water level regulating valve 6.
