The invention relates to a mobile communications device, in particular for an electronic charge payment system. Said device comprises a communications unit (2), allocated to a mounting base (4) for fixing said unit to a surface (9), such as a windscreen (8) of a motor vehicle. According to the invention, the mounting base (4) and the communications unit (2) are separate components that can be, or are detachably interconnected and the mounting base (4) contains an activation circuit for the communications unit (2), said circuit emitting a code signal. The mounting base (4) contains a memory circuit (23), acting as the activation circuit, for storing an identification code, in addition to a sensor (17, 27, 27') that detects the mounted state of the mounting base (4) on the surface (9). Once the mounting base (4) has been mounted, the sensor allows the identification code to be read and the communications unit (2) has an identification code transfer and verification unit (53), which communicates with the memory circuit (23) when operating in the mounted position. The sensor (17, 27, 27') can be activated during the dismantling of the mounting base (4) in order to interrupt the transfer of the identification code. |
