PURPOSE: An emulsion resin composition for a coated steel sheet is provided to improve corrosion resistance, weather resistance, water resistance and high temperature resistance. CONSTITUTION: The emulsion resin composition is obtained by compounding a mixture comprising 20 to 50 parts by weight of an acid ester vinyl monomer of formula 1, 50 to 80 parts by weight of an acrylic or methacrylic monomer of formula 2, a surfactant, an initiator and a pH controlling agent. The emulsion resin composition can be prepared by using the surfactant and initiator in the amount divided in a predetermined ratio between a reactor and a monomer mixer, and by using pre-emulsion method wherein the monomer mixture is added dropwise semi-continuously to the reactor for a predetermined time.
