PROBLEM TO BE SOLVED: To combine two networks of different IP address assignment systems due to the difference of versions, etc., without depleting available IP addresses of either network. SOLUTION: A translator 55 is provided with a packet conversion means which assigns any one of multiple IPv4 addresses prepared in advance to an IPv6 address stored in a source address field of the IPv6 packet and stores the IPv4 address in the source address field of the IPv4 packet, when transferring the packet from an IPv6 network 52 to an IPv4 network 54. When transferring the packet from the IPv4 network 54 to the IPv6 network 52, a packet conversion means assigns the aforementioned IPv6 address to the IPv4 address stored in a destination address field of the IPv4 packet, and stores the assigned address in the destination address field of the IPv6 packet.
