PROBLEM TO BE SOLVED: To monitor the travelling condition of a vehicle by always monitoring the conditions of a track and the vehicle from the track side. SOLUTION: Travelling condition data for the vehicle automatically measured during the passage of the vehicle by a measuring device installed on a ground side and a travelling vehicle monitoring TV signal for specifying the vehicle are transferred in a lump to a remote area and accumulated and the aging effects of the track and the vehicle are analyzed from the accumulated data so that the future condition is estimated, the data transferred to the remote area is accumulated and the transferred data is compared with the accumulated data and analyzed. Thereby, abnormal data for the track and the vehicle is detected, the cause of the abnormality is estimated from the detected abnormal data and a lubricating condition between a wheel and a rail is analyzed from the transferred data. When the lubricating condition is determined to be worse, the application of a lubricant is instructed in some case. Thus, less processes are used for automatically finding the abnormality in an early stage and properly coping therewith to allow the safety maintenance and management of the vehicle.
