PROBLEM TO BE SOLVED: To provide an oxychlorination catalyst capable of providing high selectivity at high temperature in both oxygen treatment and air treatment. SOLUTION: The catalyst for oxychlorination of ethylene to 1,2-dichloroethane comprises compounds of Cu and Mg carried on alumina and has 2-8 wt.% copper content (expressed as Cu), wherein the ratio of the number of Mg atoms to the number of Cu atoms is 1.2-2.5, and the specific surface area of the catalyst is 30-130 m<SP>2</SP>/g.
