<P>PROBLEM TO BE SOLVED: To download a card manager even after issuing an IC card. <P>SOLUTION: A first card manager 102 stored in a ROM 101 of the IC card 100 is allowed to download a privileged application 103 as an application having privilege, like a general application AP.1 (104), and the privilege API 106 in the ROM 101 can be also accessed from the downloaded privileged application 103.
