PROBLEM TO BE SOLVED: To provide a surface light-emitting body with few dispersion in color tone depending on directions of observation, which can realize a white color with good light emitting efficiency and good chromaticity balance. SOLUTION: The surface light-emitting body comprises an electroluminescent element 6 composed of a positive electrode 5, an organic light emitting layer 3, and a negative electrode 1; and a light emitting surface is formed at the positive electrode 5 side. A fluorescent layer 7 containing fluorescent pigment is formed at the outside of the positive electrode 5 side, and a diffusion layer 9 with a haze value of not less than 80% is formed on the fluorescent layer. A white color with excellent chromaticity balance can be realized when the maximum wave length of the light emitted from the fluorescent layer 7 ranges between 500 nm and 700 nm.
