PROBLEM TO BE SOLVED: To provide an electrochromic element wherein an element performance such as coloring and decoloring responsiveness and durability is improved without being affected by film properties of an electrochromic layer. SOLUTION: The electrochromic element wherein an ion conductive layer is interposed between two transparent conductive substrates 31 and 37 is characterized in that at least one conductive substrate of the conductive substrates has the electrochromic layer 35 formed thereon and 1 to 10,000 ppm basic amine compound, by mass, to the mass of the ion conductive layer is incorporated in the ion conductive layer.
