<p><P>PROBLEM TO BE SOLVED: To provide a navigation route preparation support system, navigation route preparation supporting method and their program for supporting the preparation of a sailing route and an air route prepared in the case that a pilot of a small watercraft, a small and light aircraft or the like navigates between a plurality of positions. <P>SOLUTION: A sailing route plan is inputted from a pilot terminal 10 and transmitted to a service center terminal 20. The service center terminal 20 receives the sailing route plan from the pilot terminal 10, simulates an optimum sailing route from a database and transmits results to the pilot terminal 10.
