PURPOSE: A system and a method for automatically processing administrative affairs for people in a local autonomous entity by a telephone are provided to automatically process the administrative affairs for people by the telephone and a computer system. CONSTITUTION: A database server(10) stores data information about guidance mentions and inhabitant's telephone numbers according to a corresponding menu. If a greeting menu is selected, a main server(20) selects one among New Year's greetings, New Year's Day greetings, and Korean Thanksgiving day greetings. If an inhabitant concord research menu is selected, the main server(20) selects a research item. If a ward public information menu is selected, the main server(20) selects one among event guidance, education guidance, and public performance guidance. If a tax payment guidance menu is selected, the main server(20) selects one among a residence tax, an integrated land tax, a property tax, and an automobile tax. If an emergency relief menu is selected, the main server(20) selects one between a flood damage preparation and a very heavy snowfall preparation. The main server(20) receives a mention about the selected menu from the database server(10), and processes an affairs service according to the corresponding menu. Calling boards(31-3n) automatically call telephones(41-4n) of inhabitants.
