PROBLEM TO BE SOLVED: To prevent the fall-down and movement of plants in a protective layer. SOLUTION: In fixing a thrusting member 10 installed in a slope G onto the slope G with an anchoring material 1 inserted into a natural ground therethrough to stabilize the natural ground, a plant support 30 supported on the slope G by the thrusting member 10 is provided for plants p to be arranged on the slope head side of the plant support 30 and then a peripheral portion or all of the trusting member 10 as well as at least root portions of the plants p are covered therewith to form the protective layer 4 in an objective area on the slope G.
