PROBLEM TO BE SOLVED: To provide a lever device for a handlebar lifting rod of a folding bicycle, capable of always directly carrying a necessary tool with a simple, secure and detachable mechanism to be used when necessary, and capable of performing the tightening or loosening operation with the lifting rod for folding the handlebar in the carried condition. SOLUTION: A holder hole 2 which opens sideways is bored at the head 1a of the handlebar lifting rod 1, and an engagement member 3 is disposed on the inner diameter surface of the holder hole 2 at the head 1a of the handlebar lifting rod 1. The engagement member 3 can be operated to reciprocate from the outside and the top of the engagement member can be made to project. The top of the engagement member is engaged with a recessed engagement part formed in a lever inserted into the holder hole 2. The handlebar lifting rod can be rotated in the tightening or loosening direction by the lever, and the lever is detachably engaged with the head 1a of the handlebar lifting rod 1 to be carried.
